  • To work with the OGB programme pillars for improved and strengthened Monitoring, Evaluation, Accountability and Learning (MEAL). Therefore, a more strategic approach to learning, with less formal reviews and evaluations in general and more emphasis on drawing out learning from our different monitoring and evaluation processes

JOB PURPOSE:

  • Oxfam GB is committed to being accountable to its beneficiaries. This post will support Programme Manager Urban in managing the portfolio of the department, to ensure the projects under programme are being managed timely and efficiently and support is being provided to partners in successful implementations. Managing the field level database, linking horizontal and vertical linkages of advocacy and programmatic issues are some of the major responsibilities of the post. This post is the first level contact of Oxfam with partners we work.
  • Therefore, the Deputy Program Manager - Urban, is required to have full understanding and ownership of Quality Program Delivery ensuring value addition in all critical stages of PCM keeping effective partnership management, gender, accountability and transparency to the forefront

REPORTING LINES:

  • Post holder reports to: Programme Manager Urban

BUDGET RESPONSIBILITY:

  • Responsibility of budgets in urban program

KEY DIMENSIONS AND RESPONSIBILITIES:

  • Supported by and providing support to the PM-Urban, coordinate the Urban team to achieve our strategic objectives as outlined in the JCAS to:

  • To bring the grass root level development concerns and issues and to provide support to partners in managing those concerns
  • Frequent travelling to the programme areas for monitoring, concept development and project reviews
  • To have ability to consolidate the reports and data management skills
  • Influencing and leverage development with wider stakeholders especially private sector

Key Responsibilities:

  • To assist PM in maintaining the programme database and to develop monitoring strategies.
  • Support PM in consolidating the reports, whenever required and to provide inputs for LFAs and change models at the time of project/programme development
  • To assess capacity needs of the partners to promote better understanding of programme quality so that the projects have better impacts and are aligned with the programme change model
  • Ensure that OPAL is properly updated and submit monthly updates
  • Together with the Manager, ensure that learning and good practices are captured and utilised
  • To be responsible of timely disbursement of funds to partners, their effective utilisation and monitoring the results
  • To be able to articulate the programme improvement needs and to provide first hand insight of how projects can be leveraged to the wider programme goals and change models
  • To monitor outputs of programme and regularly realign the activities according to the context
  • To see how changes are happening at the community level and to capture the success and failures
  • Taking up additional responsibilities given by the line man.

Miscellaneous:

  • Be prepared to undertake other duties related to Oxfams programme as and when required by the PM-Urban

SKILLS AND COMPETENCE:

  • Bachelors/Masters degree in social sciences or any other relevant degree from a recognised university.
  • At least 3-5 years of Partnership management, Partner led development and direct project management/implementation.
  • Experience in or understanding of Monitoring Evaluation Accountability Learning principles
  • Experience of working in development/humanitarian response
  • Knowledge of and respect and empathy for the communities we are working with
  • Strong understanding of the project cycle and of ME systems
  • Understanding of financial management (in terms of projects)
  • Basic understanding and experience of knowledge management in Non-Profit sector.
  • Reporting experience for institutional donors, media, government, partners and beneficiaries
  • Ability to travel at short notices and work for short period of time in various areas of Pakistan and abroad
  • Strong interpersonal and influencing skills

Desirable:

  • Previous experience in the field of Management/Urban/Governance/Advocacy
  • Experience working on advocacy issues in Pakistan
  • Understanding of women issues in urban
  • Strong team-building skills and orientation of working in team setting
  • Proficient in of MS Excel, PowerPoint and MS Word
